“Transforming 'Terrorists': Lessons for Sri Lanka”

It is conceivable that terrorists could enter the political mainstream via a process of renunciation of violence, de-commissioning of weapons, self - criticism, moderation in political agitation, transformation, institutionalisation and legitimisation, as seen with respect to the PLO, the IRA and more recently the Maoists in Nepal. Such transformations have also required a significant turnaround of the States themselves in respect of policy and policy direction including a willingness to accommodate and reconcile with former ‘enemies’ without compromising national security and the principles of justice i.e. moral and legal imperatives.</p>
<p>The panel will seek to identify the elements that may contribute towards such transformation and change, and the prospects for negotiation and reconciliation with respect to known terrorist groups, particularly the LTTE.
