Panel: 01
“International Responses to Terrorism”
Friday, October 19, 2007 from 9.00 a.m. to 10.30 a.m.

The UN has adopted a series of conventions on the prevention and suppression of terrorism, focusing on core crimes committed by terrorists, including hijacking, attacks on maritime navigation, hostage taking, terrorist bombings, nuclear terrorism and terrorist financing. International terrorism is now connected with international organised crime. These conventions seek to deny terrorists a safe haven by imposing upon States Parties an obligation either to extradite or prosecute terrorist offenders. In the aftermath of 9 /11, the Security Council adopted a series of further Resolutions and established the Counter Terrorism Committee (CTC), to monitor measures taken by the Member States to comply with international obligations in responding to terrorism.

The Panel will discuss the need for a more coordinated approach in formulating an effective international response to terrorism, paying particular attention to the manner of discharge to date of international obligations undertaken by Member States.
